Implementing an 1/1 Reduction Program

Bonestroo's team follows several basic steps when

beginning an 1/1 reduction program. These

include:

. Reviewing existing city data as it may pertain
to 1/1.

. Identifying areas of the city which are most
likely contributors of 1/1 based on ground water
and soil conditions; interviews with staff;
interviews with plumbers, excavators, and
residents; and other methods as recommended
by the consultant.

. Developing unit cost estimates for disconnecting
"typical" sump pump and foundation drain
connections and estimating the number of
such connections.

. Recommending methods of identifying
individual sources of 1/' for inclusion in the plan

. Reviewing various ordinances regulating illegal

connections with the city councIl.

. Developing an abatement plan which includes:
the geographic scope of the abatement
program; procedures for identifying and abating

""( 1
\..j
l Next
~ Step
rJ

Once a City has located any sources of VI in their
infrastructure, they're ready to decide what next steps to
take to combat the problem. Conducting neighborhood informational
meetings and other public relations activities
deemed appropriate to inform residents of the
1/1 problems and seek their input for the plan.

Public Support Can be Key to Success
The success of an 1/1 Reduction Program depends heavily on public support, in addition to strong support
from the city council. This is particularly true if the program involves work on private property-such as
roof leader, sump pump, or foundation drain disconnections. Bonestroo has successfully completed anum.
ber of public information/public relations efforts in conjunction with past 1/1 correction programs using a
variety of methods: newspaper articles, information newsletters, bill stuffers, leaflets on doors, videos,
and public information meetings. Our experience has shown us that articles in the city newspaper or
newsletter ,with follow.up public information meetings, is the most effective method of informing the
public about an 1/1 correction program.

.11.
