<br />Inflow & Infiltration Reduction Program <br />Forest Lake, MN <br /> <br /> <br />1/1 Program Successfully Reduces Clear Water in <br />Sanitary Sewer Collection System <br /> <br />High volumes of infiltration and inflow (1/1) in Forest <br />Lake were contributing to backups in the local <br />Metropolitan Council Environmental Services IMCESI <br />sanitary sewer Interceptor and to overflows at a nearby <br />lake. Faced with a possible moratorium on new sewer <br />connections, the City asked Bonestroo to help Initiate an <br />aggressive 1;'1 Elimination Program. Forest Lake's program <br />includes: <br /> <br />. Sump pump inspection! disconnection <br />. Television inspection program <br />. Manhole inspection and repair <br />. Ongoing annual sewer televising and repair <br />. Stringent requirements for new sanitary sewer and <br />home construction <br /> <br />The City was divided into four areas of approximately <br />1,000 homes each for sump pump inspections, Of the <br />roughly 2,400 homes inspected so far, approximately 13 <br />percent had illegal connections to the sanitary sewer. <br /> <br />The final phase of inspections will be completed in <br />summer 2005. The City anticipates an overall illegal <br /> <br />connection rate of 10 percent for the approximately <br />4,000 homes in the program. <br /> <br />Removing 400 illegal sump pump connections, each <br />contributing roughly five gallons per minute (5 gpml of <br />clear water to the sanitary sewer during and after a <br />rainstorm, could reduce inflow to the MCES interceptor <br />by 2,000 gpm per storm. <br /> <br />Results of the first half of the sump pump inspection <br />program were evident In the City's pump station and <br />MCES' flow meter comparisons. The improvement was <br />marked enough that MCES notified the City that an <br />additional 500 new home sanitary sewer connections <br />could be added to their 2010 comprehensive plan. <br /> <br />In fall 2004 the televising program began inspecting <br />approximately 80,000 feet of the City's 360,000 feet of <br />sanitary sewer, Inspection will be completed over five <br />years, In addition to locating cracks and breaks in the <br />pipe, foundation drain connections will be located for <br />future removal.
