The lOa-acre town <br />center area encompasses a large area of auto-oriented and "big box" <br />retail which has grown up around BrookdaJe mall, some of which is <br />performing poorly; the Earle Brown Heritage Center, a popular <br />convention center within the buildings of a historic farm; several city <br />and county facilities such as the city hall and county h'brary; some areas <br />of single family and multifamily housing; and a transit hub which Metro <br />Transit plans to upgrade in the future. Nearby natural and recreational <br />areas include Shingle Creek, Brooklyn Center's Central Park, and the <br />Shingle Creek Pathway. <br /> <br />Like many cities developed according to the surburban model, Brooklyn <br />Center lacks a sense of"center: It has the elements that make a good <br />town, but they are separated and disjointed, and no place feels like the <br />true heart of the city. While aging retal! areas pose a challenge fur cities, <br />they also present a great opportunity to improve the qualityoflife of the <br />citizens and for the making of a true community place. The plan will <br />show how one such area could befil1ed in with newhumsn scale <br />development to serve as Brooklyn Center's newest neighborhood. <br /> <br />Damon Farber Associates has been hired to guide the development of a <br />Framework Land-Use plan and set of Design Guidelines to p'l'Ovide the <br />development community with direction on preparing development <br />propoaals that reflect the vision for the town center.
