<br />The Downtown Redevelopment Master Plan study <br />should additionally be informed by the community's <br />zoning regulations, development of zoning standards <br />and coordination with Anob County's <br />comprehensive p1an. <br /> <br />Centerville's Downtown Redevelopment Master Plan <br />should not only address immediate concerns, but also <br />provide the community with design~, <br />development pollcies, and an implementation plan <br />that can be used to stage future development. One of <br />those future stages is dealing 'With the private <br />deveioptpent !X'ffimunity. We have had recent <br />success with assisting Cities with public/private <br />development coordination in term.s of p1~f'ning lilid <br />design efforts md assisting with developer selection <br />and plan implementation. <br /> <br />Our pJ~nn"'g/~ process will track that of a <br />typJcm cornptehemive plan with the focus being the <br />downf.9Wti and associated influence zones awu.!ld the <br />existing downtown. This task will be further <br />refined as we move through the planning and <br />~ process. <br /> <br />. lAnd Use and Growth M~ent <br />The City needs to ensure that /and.is being <br />consumed in a logical and sustainable In.n"<'t in <br />order to conserve resources and provide residents <br />the greatest efficiencies and economies possible. <br />Growth is not a problem. Unbridled growth that <br />occurs where it should not occur and in a mannet <br />that does not teinforce the community's vision, <br /> <br />goals, and objectives is a problem. Growth that <br />is nol reflective of the vision, goals and objectives <br />for the downtown area is counterproductive. <br /> <br />Smart Growth philosophies and practices apply <br />well to Centerville. Centerville would do well 10 <br />investigate and embrace the practices of Smart <br />Uving; prior to and together with the Stated <br />desires to incorporate Sntart Growth principals. <br />Sntart Living embraces those' activities that we <br />can all enjoy and use today that help to reinforce <br />Sntart Growth principals. One example would <br />include opting to bike or walk: fot some daily <br />ernnds even though there might not, as yet, be a <br />dedicated bikiog or walking path available. <br />Another example is opting to live near <br />employment Gunted, not all can afford 10 <br />lIllm: based solely 011 eJ7'lPloyment, but great <br />benefits can be derived to reducing commuting <br />time 2nd energy consumption. <br /> <br />· Economic DevelQpment .nr! CenterviIIe <br />must identiJY its role in the area and region and <br />approach market and economic development <br />opportunities that are realistic given sutrol.1nding <br />influences and the needs of lhe local community. <br /> <br />We will rely on existing market data and studies <br />prepared by The McComb Group to assess <br />I:I:llUket conditions and make recommendations to <br />adjuSt the economic development focus to better <br />respond to influences. The end teSuit will be to <br />determine the direction of business activities, and <br />evalllate the potential for strengthening the <br />downtown through economic development <br />opportunities. <br /> <br />.
