The first steps in this process are meant to provide <br />that base of understanding, so that subsequent explorations are directed <br />toward concepts that can be supported by the community and property <br />owners. HKGi intends to work directly with a Steering Committee, whose <br />primary role is to guide the development of concepts and to evaluate them <br />as they evolve into a final plan. We also believe that the community _ <br />especially land and building owners and local businesses _ should be <br />exposed to the work before it is completed. We have structured the work <br />program to allow input from the community at key points in the <br />development of the plan. HKGi proposes to conduct a significant portion <br />of the investigation and exploration "on site." It is our intention to conduct <br />an intensive work session (commonly known in design circles as a <br />"charrette"), which would include meetings with the community, affected <br />property owners and the Steering Committee. The charrette process allows <br />for very direct community participation and is one of the best ways of <br />engaging people in planning processes. The charrette encourages sharing <br />d exploration from the beginning and throughout the planning process. <br />e charrette process would be used in tasks 1 and 3, with the more <br />intensive charrette as part of task 3. The Work Program that follows is the <br />basis for this proposal and can be modified to more directly meet the needs <br />of the city. <br /> <br />Task 0.0 Organize the effort <br />Prior to undertaking anyinvestigations or preparing anyplans, the HKGi team will <br />collect all available background information. We will begin compiling base map <br />information, so that mapping can be efficiently verified during our first visit to the <br />community. Basemap data will come &omAnoka County and the City's consulting <br />engineers. We willmeetwith Staff and representatives of a Steering Committee to <br />review the project, define project roles andresponsibilities, agree to a schedule and <br />the approach to the work.
