Transportation <br />The ability for Centerville to influence the nature <br />and extent of proposed County Road 14/21 <br />improvements is vital to offset ot reduce negative <br />impacts to the downtown area and rake <br />advantage of opportunities to use the County <br />Road 14/21 improvements to reinforce <br />downtown planning and design goals and vision. <br />Coordination with the Anoka County Highway <br />Department is one of our first tasks. <br /> <br />linkage to areas within Centerville and linkages <br />to surrounding transportation systems is vital to <br />this plan component. It is clear that with change, <br />the City will want to be able to identify the <br />impacts of current and future growth on <br />downtown streets and intersections including an <br />assessment of congestion issues and level of <br />servICe. <br /> <br />Multi-modal transportation issues will be <br />addressed. The ability to add transit options to <br />the transportation plan is critical to set <br />Centerville apatt from regional competitors for <br />economic growth and development options. <br /> <br />A patking needs assessment will be conducted as <br />part of the transportation section of the <br />Downtown Plan. An analysis of needs and <br />demands will set the srage for the incorporation <br />of a logical parking plan based not just on <br />individual needs but on the needs of the entire <br />downtown area. <br /> <br />. <br /> <br />Environmental Analysis <br />Analysis will be conducted to identify natural and <br />built areaS where potential environmental issues <br />may arise. Areas of concern will often be where: <br />a) sensitive receptors interface with the <br />externalities of development (parking lots, <br />parking lot lighring, traffic, etc.) and b) where <br />development interfaces with the natural <br />environment, edge conditions. <br /> <br />Polluted sites are mentioned in the RFP. We will <br />document know sites and consult with the EP A <br />to determine mitigating measures and potential <br />costs. <br /> <br />We stress environmentally sensitive plaru <br />design in all our work. We have assisted I <br />with the preparation of Requests for Prop' <br />from the development community and h" <br />acted as a liaison between Cities and deveh <br />to ensure planintegtity. <br /> <br /> <br />Biko Associates' proposed work program is di, <br />into three phases, and each phase is divided int, <br />specific activities. <br /> <br />PHASE 1: GETrING STARTED <br />This Phase will be devoted to establishing and <br />working with a community-based Steering Corr <br />and building a database of information and red, <br />a community downtown vision. <br /> <br />Page 7 <br /> <br />induding building design and streetscape. <br />Alternative design standards and policies will be <br />developed. <br />Task 8: Facilitate Third Steering Committee Meering <br />The Steering Committee will meet in a work session <br />to review the alternative concepts and assist the <br />consultant team in the selection of concepts that <br />should be synthesized to develop twO alternative <br />downtown plans. <br />Task 9: Develop Alternative Downtown Plans <br />With input provided by the Steering Committee, the <br />consultant team will prepare two alternative <br />downtown plans that ate based on concepts prepared <br />in Task 7. Each plan will include downtown land <br />uses, transportationl circulationl patking <br />improvements to accommo-date new land uses and <br />future travel demand, infrastructure improvements, <br />and streetscape treatments and community image <br />enhancements. Alternative policies and strategies will <br />be developed to accompany each of the two plans. <br /> <br />PHASE 3: SELECT/REFINE PREFERRED <br />ALTERNATIVE <br />Task 10: Facilitate Second Community Meeting <br />The consultant team will facilitate a second <br />community meeting to present and explain the two <br />alternative downtown plans. The meeting will consist <br />of three sessions: <br />a) Open House where community members will be <br />able to review the two alternative concepts; <br /> <br />b) Formal Presentation where the consultant team <br />will present the two plans and describe associated <br />characteristics, costs and benefits, and <br />development implications; and <br />c) Open Microphone where community members <br />are able to ask questions and provide comments <br />on the two alternatives. <br />A technical repott will be prepared to document <br />findings from the Community Meeting. The teport <br />will be distributed to the Steering Committee. <br />Task 11: Facilitate Foutth Steering Committee <br />Meeting <br />The third Steering Commitree meeting will be held to <br />allow the Committee to review I discuss findings from <br />the Community Meering and select a preferred <br />downtown plan from the twO alternatives. <br /> <br />The consultant team will develop an evaluation and <br />ranking methodology to assist the Steering <br />Committee in the selection process. Evaluation <br />criteria will be developed to reflect information <br />learned in Phase 1 that specifically addresses <br />identified Issues, community vision and goals, and <br />input provided by stakeholders. <br /> <br />As mentioned the costs and benefits of each <br />alternative will be calculated, as will development <br />implications.
