The plan <br />was the first in the state to use a public charrette process to guide it. <br /> <br />In addition to standard plan elements such as population projections, street <br />network recommendations and an environmental issue assessment, the plan is <br />organized around Pine City's neighborhoods, and includes a small area plan <br />focusing on Pine City's downtown. The plan also makes recommendations <br />regarding development and annexation agreements with the surrounding <br />townships. <br /> <br />After collecting background information, we held a charrette to create a <br />consensus on Pine City's future. The charrette report organized policy <br />recommendations by neighborhood, and the focus on revitalizing Pine City's <br />downtown with public riverfront investment, development of alternative housing, <br />and adaptive reuse of historical structures. <br /> <br />Page 17 <br /> <br />
