<br />DATED February _, 2005 <br /> <br />MEMORANDUM OF UNDERSTANDING <br />FOR THE RECONSTRUCTION OF COUNTY STATE AID HIGHWAY 14 (MAIN <br />STREEn BETWEEN 1-35 W AND 1-35 E IN THE CITIES OF CENTERVILLE AND <br />LINO LAKES, MINNESOTA <br />(S.P.02-614-24) <br /> <br />This Memorandum of Understanding (MOU) is between the County of Anoka, State of Minnesota, a political <br />subdivision of the State of Minnesota, 2100 Third Avenue North, Anoka, Minnesota, 55303, hereinafter <br />referred to as "County", and the City of Center vi lie, a municipal corporation under the laws of the State <br />of Minnesota, 1880 Main Street, Centerville, Minnesota 55449 hereinafter referred to as the "City". <br /> <br />The parties to this MOU agree in principle that construction of County State Project No. 02-614-24 and City <br />Project No. collectively referred to as the "Project" is in the best interest of the traveling public <br />and that the Preliminary Layout as shown in Exhibit "A" defines the design of the Project. <br /> <br />It is agreed that the Exhibit "A" Layout dated February _,2005 has been reviewed and accepted by the <br />parties and is suitable for preparation of final construction documents. Any significant changes made <br />hereafter to the design as presented in the Exhibit "A" Layout will require approval by the parties as an <br />amendment to this MOU or addressed in a separate Joint Powers Agreement (JP A) that will formalize this <br />MOU. These same changes will require a change in the cost share to include any additional design <br />engineering cost that may occur. <br /> <br />INTERSECTIONS: <br /> <br />(lit <br />As agreed by the parties, improvements to following <ilty Street intersections have been incorporated in the <br />Exhibit "A" Layout design: I <br /> <br />I. E Street <br />2. Mound Trail <br />3. Peltier Lake Drive <br />4. Lavalle Drive (Private) <br />5. Lakeland Circle (both connections) <br />6. Centervil1e Road <br />7. Progress Road <br />8. Duprc Road <br />9. Mill Road <br />10. Peterson Trail <br />II. Shad Avenue <br />12. Brian Drive <br />13. Cottonwood Court <br />14. 21" Avenue N <br /> <br />It is understood that future improvements may be required at the CSAH 14 and 21" A venue N intersection to <br />accommodate improvements for the future interchange at 1-35 E. It is agreed by the parties that the left turns <br />at the 21" Avenue N intersection may be closed to improve future capacity and safety of the highway. It is <br />agreed by the parties that the median along CSAH 21 (20th Avenue N) and County Road 54 is a design <br />element that significantly improves safety along the corridor and is necessary for the future capacity of the <br />highway. It is understood that future improvements will need to be made to CSAH 21 and County Road 54 <br />in the future as development occurs.
