<br />CITY OF CENTERVILLE <br />POSITION DESCRIPTION <br /> <br />Position Title: <br />Department: <br />Accountable To: <br />Status: <br /> <br />FINANCE DIRECTOR <br />Administration <br />City Administrator <br />Exempt I <br /> <br />Date: June 2005 <br /> <br />PRIMARY OBJECTIVE OF POSITION: <br />Plan and direct all City financial functions to accurately account for financial transactions and <br />funds, manage financial assets to achieve optimal return and protection, and provide financial <br />planning, analysis and management. Duties include but are not limited to management of all <br />accounting functions, payroll, utility billing, investments, risk management; and providing <br />assistance to the City Administrator and City Council on financial planning and related matters. <br /> <br />SUPERVISION RECEIVED: <br />Works under the direction ofthe City Administrator. <br /> <br />SUPERVISION EXERCISED: <br />Accounting Clerk and other office staff when performing accounting and payroll functions. <br /> <br />ESSENTIAL DUTIES AND RESPONSIBILITIES: <br />Budgets <br />. Coordinates the planning and drafting of a balanced budget for submission to the City <br />Administrator and the City Council. <br />. Formulates revenue projections for all funds within the constraints of applicable laws and <br />expenditure requests for various departments. <br />. Estimates total City resources and make appropriate projections of finances. <br />. Assists in the departmental review of the proposed budget and in the presentation of the <br />proposed budget to the City Council. <br />. Works with other City Staff on all aspects of budgeting. <br />. Incorporates all City Council directed changes into the proposed budget. <br />. Directs the preparation of the final adopted budget. <br />. Files all necessary documents with the State and County regarding tax levies, levy limits, etc.; <br />coordinate required budget publication with City Clerk. <br />. Submits reports to the State of Minnesota and County as required. <br />. Performs cost control activities; monitors revenues and expenditures in assigned areas to <br />assure a sound budget and fiscal controls. <br /> <br />Financial Management and Accounting <br />. Supervise the collection of taxes, fees, and other receipts in accordance with laws and <br />regulations. <br />. Develop, maintain and monitor all accounting and financial records to ensure conformity to <br />generally accepted government accounting principles including GAAP, GAAFR, GASB and <br />State Auditor's Guidelines. <br />
