<br />\ <br /> <br />· Administer various grants that the City has received from the state and federal governments. <br />· Perform periodic analysis of utility rates to assure the receipts adequately cover costs of the <br />utility and that financial stability of these funds are maintained. <br />. Performs other duties as assigned. <br /> <br />PERIPHERAL DUTIES: <br />. Develops finance related ordinances, resolutions and procedures. <br />. Represents the city at various conferences and meetings. <br />· Estimates total City resources and makes appropriate projections of finances. <br />. Administers the City's group health, dental and life programs. <br /> <br />MINIMUM QUALIFICATIONS: <br />Education and Experience: <br />· Graduation from an accredited four-year college or university with a degree in accounting, <br />finance, business or public administration, or a closely related field; <br />· Minimum of two (2) years of progressively responsible municipal finance work and; <br />· Two (2) years of supervisory experience. <br /> <br />DESIRED QUALIFICATIONS: <br />. CPA designation <br />. Experience in Network Administration & Employee Benefits <br />. Preferably five (5) years of progressively responsible municipal finance work. <br /> <br />NECESSARY KNOWLEDGE, SKILLS AND ABILITIES: <br /> <br />Considerable knowledge of modem governmental accounting theory, principles, and <br />practices; considerable knowledge of internal control procedures and financial packages. <br />Considerable knowledge of office automation and computerized financial applications; <br />Considerable knowledge of public finance and fiscal planning; <br />Considerable knowledge of payroll and accounts payable functions; <br />Working knowledge of budgetary, accounting and reporting systems, GAAFR, GAAP and <br />GASB. <br />Ability to prepare and analyze complex financial reports; <br />· Ability to maintain efficient and effective financial systems and procedures; <br />· Ability to effectively supervise staff; <br />Ability to establish and maintain effective working relationships with employees and city <br />officials; ability to communicate effectively orally and in writing. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />SPECIAL REQUIREMENTS: <br />A valid state driver's license or ability to obtain one within three months. Must be bondable. <br /> <br />TOOLS AND EQUIPMENT: <br />Skill in operating a personal computer (including word processing and spreadsheet software); <br />network computer system including associated financial packages; lO-key calculator; phone; <br />copy machine; fax machine. <br /> <br />3 <br />
