<br />\ <br /> <br />o Oversees City purchasing functions to ensure the procurement of quality supplies, materials <br />and services at a reasonable and fair cost. <br />o Performs other duties as assigned. <br /> <br />Scope of Decisions <br />o Decisions are primarily those which determine the scope, direction and objectives of the total <br />organization. Decisions to be made by this position are of a daily, routine nature; all <br />questions of major policy impact are required to go before the City Council. Decisions will <br />be limited by financial conditions, council policy, or law. On occasion, decisions will be <br />required to be made under conditions of uncertainty where the full range of possible <br />outcomes cannot be easily known or estimated. <br /> <br />Organizational Responsibility <br />o This position is regularly responsible for the development of programs, policies and <br />procedures which affect all functions to the total organization. <br /> <br />PERIPHERAL DUTIES: <br />o Attends professional development workshops and conferences to keep abreast of trends and <br />development in the field of City Administration. <br />o Keeps up to date on changes to Minnesota Statutes that affect the City of Centerville and/or <br />the day to day operations of the City. <br /> <br />MINIMUM QUALIFICATIONS: <br /> <br />Education and Experience: <br />o Bachelor of Arts Degree from an accredited four-year college or university with a degree in <br />Public Administration, Business Administration or a closely related field; <br />o Minimum of three (3) years of progressively responsible municipal management experience <br />and; <br />o Two (2) years of supervisory experience. <br /> <br />DESIRED QUALIFICATIONS: <br />o Advanced degree or equivalent desirable. <br /> <br />NECESSARY KNOWLEDGE, SKILLS AND ABILITIES: <br />o Considerable knowledge of modem policies and practices of Public Administration; a <br />working knowledge of municipal finance, human resources, public works, public safety, and <br />communication development. <br />o Skill in preparing and administering municipal budgets; skill in planning, directing, and <br />administering municipal programs; skill in operating the listed tools and equipment. <br />o Ability to prepare and analyze comprehensive reports; ability to carry our assigned projects <br />to their completion; ability to communicate effectively verbally and in writing; ability to <br />establish and maintain effective working relationships with employees, Council and the <br />public; ability to efficiently and effectively administer a municipal government. <br /> <br />SPECIAL REQUIREMENTS: <br />A valid state driver's license or ability to obtain one within three months.
