The person having legal title, his or her du1y authorized agent or attorney- <br />in-fact, a purchaser, devisee, fiduciary and a person having a vested interest in the <br />property in question. <br /> <br />PEDESTRIAN WAY. A public or private right-of-way across a block or providing <br />access within a block, to be used by pedestrians and for the installation of utility lines. <br /> <br />PLAT. A map or chart indicating the subdivision or resubdivision of land, intended <br />to be filed for record. <br /> <br />RESERVE STRIPS. Narrow strips or narrow strips of land usually withheld from <br />the street rightCof-way to form a barrier between certain property and the public street or <br />thoroughfare. <br /> <br />RIGHT-OF-WAY. .The land covered by a public road or other land dedicated for <br />public use or for certain private use, such as land over which a power line passes. <br /> <br />STREET. A right-of-way, which affords the principal means of access to abutting <br />property. A STREET may be designated as a highway, thoroughfare, parkway, <br />boulevard, road, avenue, lane, drive, place or other appropriate name.
