<br />Reserve for expansion. <br /> <br />~ 154.080 PUBLIC/INSTITUTIONAL DISTRICT (P-1). <br />- - - <br /> <br />(A) Purpose. It is intended that the P-I District provide opportunities for government facilities, <br />schools, churches, hospitals, libraries and other similar public and institutional uses. <br /> <br />(B) Permitted uses. <br /> <br />(I) Government buildings, structures, facilities, utilities, rights-of-way, easements, parks, <br />open spaces and vacant land; and <br /> <br />(2) Schools, churches, cultural and educational facilities and uses, libraries, hospitals and <br />health facilities. <br /> <br />~ 154.090 MIXED USE DISTRICT (M-1). <br /> <br />(A) Purpose. It is intended that the M- I District provide for the unique layout and character of a <br />traditional central business district with retail, professional office, residential and other mixed uses. <br />------ '-~_. -- <br /> <br />- -~-.--- --- ---- - --.. --- --- <br />~-.'.'~- ~_. ----_._~ .~-- ---- ---..---- --~'-'---""-~-'---"--~'---~---- --~'-' ---- <br /> <br />(B) Permitted uses. <br /> <br />(I) Retail sales conducted within structures, but excluding automobile and motorized <br />equipment sales, truck stops, gasoline and fuel sales and drive-through restaurants; <br /> <br />(2) Repair and service conducted within structures, but excluding automobile and motorized <br />equipment repair; <br /> <br />(3) Professional and business offices; <br />(4) Multiple residences and accessory uses; <br />(5) Accessory apartments; <br />(6) Theaters and recreational businesses conducted within structures; and <br />(7) Public buildings. <br /> <br />(C) Special requirements. <br /> <br />(I) It is the intent of these provisions to allow for flexibility ofland uses and exceptions to <br />traditional dimensional standards, when other conditions and special requirements are met. These <br />provisions are not meant to allow unrestricted leapfrogging of land uses or disregard for compatibility <br />ofland uses. <br /> <br />(2) Greater flexibility in zoning regulations often leads to more subjectivity in land use <br />interpretations. In making zoning decisions about land use compatibility and dimensional criteria for <br />uses and structures, the city shall have broad discretion to protect the public health, safety and welfare; <br />and to protect the residential integrity of the Mixed Use District and surrounding residential <br />neighborhoods. <br /> <br />34 <br />
