<br />, <br /> <br />(f) Is a single parcel of residential or agricultural land of not less than 20 <br />acres in area and having a width of not less than 500 feet, and its conveyance does not <br />result in the division of the parcel into 2 or more lots or parcels, any 1 of which is less <br />than 20 acres in area or 500 feet in width. <br /> <br />(3) Exceptions. The following land divisions are exempted from the provisions <br />of this division (E) and upon request, the Administrator shall, within-1 0 days, certify that <br />this division (E)(3) does not apply to these land divisions: <br /> <br />(a) Divisions of land where the division is to permit the adding ofa parcel <br />of land to an abutting lot and the newly created property line will not cause the land or <br />any structure to be in violation of this chapter or the zoning chapter; and that the proposal <br />would not have an adverse impact on the subject property or surrounding properties; <br /> <br />(b) The division and addition of land will not be large enough to allow for <br />the creation of an additional lot for the purpose of building; or <br /> <br />(c) In the case of a request to divide a base lot upon which a 2-farnily <br />dwelling, townhouse or a quadrarninium is located, which is a part of a recorded plat, <br />where the division is to permit individual private ownership of a single dwelling unit <br />within the structure, and the newly created property lines will not cause any of the unit <br />lots or the structure to be in violation of this chapter or the zoning chapter. If the <br />Administrator makes a negative determination and/or the applicant wishes to appeal the <br />~~~ecision;cilie-ca,e slialru';>cUllu 1IW1'larulliig ",iUZuiilligCurrrnn;;iWIToi-- <br />recommendation to the City Council. <br /> <br />~ 153.16 EASEMENTS. <br /> <br />(A) Utility. Easements at least a total of 20 feet wide, centered on rear lot lines, <br />shall be provided for utilities where necessary. They shall have continuity of alignment <br />from block to block, and at deflection points, easements for pole line anchors shall be <br />provided. <br /> <br />(B) Drainage. Where a subdivision is traversed by a watercourse, drainageway, <br />channel or stream, there shall be provided a stormwater easement or drainage right -of- <br />way conforming substantially with the lines of the watercourses, together with any <br />further width or construction, or both, as will be adequate for the stormwater drainage of <br />the area. The easements shall meet the requirements of the Rice Creek Watershed. <br /> <br />~ 153.17 WATER AND SEWER SYSTEMS. <br /> <br />No new subdivision will be considered unless municipal water and sanitary sewer <br />are available to the property. <br /> <br />~ 153.18 BLOCKS. <br /> <br />'Blocks in new subdivisions shall meet the following standards: <br /> <br />(A) Length. The length of any block shall not be more than 620 feet. <br /> <br />(B) Pedestrian ways. The use of pedestrian ways through any block is to be <br />permitted only when absolutely necessary.
