<br />of the application. Non-payment of any additional investigation fees required shall be <br />grounds for denial of application. <br /> <br />306.09 Public Hearing. A pawnbroker or secondhand goods dealer license will not be <br />issued or renewed without a public hearing. Any person having an interest in or who will be <br />affected by the proposed license will be permitted to testifY at the hearing. The public hearing <br />must be preceded by at least ten (10) days' published notice specifying the location of the <br />proposed licensed business premises. <br /> <br />306.] 0 Persons Ineligible for License. A pawnbroker or secondhand goods dealer license <br />will not be issued to: <br /> <br />Subd. I <br /> <br />A person under 18 years of age. <br /> <br />Subd. 2, A person not a citizen of the United States or a resident alien, or upon <br />whom it is impractical to conduct a background and financial investigation due to the <br />unavailability of information. <br /> <br />Subd. 3. A person who has been convicted of any state or federal Jaw relating to <br />receiving stolen property, sale of stolen property or controlled substance, burglary, <br />robbery, theft, damage or trespass to property, operation ofa business, crimes of violence <br />or any law or ordinance regulating the business of pawnbroker, secondhand goods dealers <br />or precious metal dealers or any other conviction relating in a sentence of one year or <br />greater. <br /> <br />Subd. 4. <br /> <br />A person who is not of good moral character or repute. <br /> <br />Subd. 5. When the City Council determines, after investigation and public hearing <br />that issuance or renewal of the license would adversely affect the public health, safety, or <br />welfare. <br /> <br />Subd. 6. <br /> <br />A person who holds an intoxication liquor license under City Ordinance. <br /> <br />Subd. 7. A person who within the preceding five (5) years of the license application <br /> <br />date had a pawnbroker or secondhand goods dealer license revoked. <br />I <br /> <br />306.11 Places Ineligible for License A license will not be issued or renewed under this <br />section for any place or for any business: <br /> <br />Subd. I If taxes, assessments or other financial claims ofthe City or the State of <br />Minnesota on the licensee's business premises are delinquent and unpaid. <br /> <br />Subd. 2. <br /> <br />During the term of this Ordinance, no Pawn Shop Business shall be <br /> <br />6 <br />
