You
indicated to me that you are aware of the process by which the above Seller has offered to
transfer shoreline strips to contiguous property owners around Centerville and Peltier
Lakes. I believe that I am the first owner to take advantage of this opportunity.

I anticipate purchasing the strip that fronts my tracts ofland on Lake Peltier later
this month, but will not be in town at the time of the closing, with John Haley of Chicago
Title Insurance Corporation handling those matters for me. A survey describing this
parcel is enclosed for your review, specific legal description at the bottom. It is my
understanding that to record the deed from the Seller to the undersigned, the City of
Centerville is required to grant lot split approval, and by this letter I am respectfully
requesting such approval from the City.

In addition, on behalf of Seller and Mr. Bill Tschida of the City of St. Paul
Regional Water Services, I am enclosing a legal description of property that I understand
will be transferred in a master deed from the City of St. Paul to the Seller, and recorded
prior to the various individual future sales to adjoining property owners around the two
lakes in question. You indicated that you are in somewhat regular contact with Mr.
Tschida, but he has asked whether following my petition, you might consider a master
approval process, so that each individual landowner purchasing contiguous strips might
not be unduly burdening the Council as these matters come forward over the next few
years. This, of course, is a matter entirely between you and Mr. Tschida.
