<br />welfare, as detenmned by the city engineer, the city may take emergency <br />preventative action. The city shall also take every reasonable action possible to <br />contact and direct the applicant to take any necessary action. Any cost to the <br />city may be recovered from the applicant's financial security. <br /> <br />79.12 Penalty. Any person, firm or corporation violating any provision of this <br />ordinance shall be fined not less than five dollars nor more than five hundred dollars for <br />each offense and a separate offense shall be deemed committed on each day during or on <br />which a violation occurs or continues. <br /> <br />79.13 Severability. The provisions of this ordinance are severable. If any <br />provision of this ordinance or the application thereof to any person or circumstance is <br />held invalid, such invalidity shall not affect other provisions or applications ofthis <br />ordinance which can be given effect without the invalid provision or application. <br />
