NEW BUSINESS <br /> <br />1. Ordinance #24 - Animal Owner to Guardian Proposed Amendment <br /> <br />Commissioner Wright indicated that most animal interest groups are in favor of this type <br />of change in wording to change the word owner in relationship to the animal to guardian. <br /> <br />Commissioner Wright indicated he would like to put the sentence guardian <br />interchangeable with owner. He then said that he discussed it with Deputy Chief Makela <br />and he has no issue with the language change nor does Otterlake Animal Hospital. <br /> <br />Commissioner Klennert Hunt asked if Centerville would be the first community in <br />Minnesota to do this. <br /> <br />Commissioner Wright indicated that Centerville would be the first in Minnesota. <br /> <br />Commissioner Hanzal asked if owner should be left in the definition. <br /> <br />The Commission agreed to use guardian/owner. <br /> <br />Council Liaison Broussard Vickers indicated that a substantive change needs public <br />hearings but this might not be substantive enough to require the costs associated with <br />public hearings and publishing. She then said that her second question is issues with <br />enforcement changing from guardian to owner but she thinks this is a good idea. She <br />also asked Staff to see if this can be changed without cost to the City. <br /> <br />Chair Hanson asked ifIn Defense of Animals is a radical animal rights organization that <br />the City may not want to associate with. <br /> <br />Commissioner Wright said they are not radical or like PET A. <br /> <br />Commissioner Love asked what type of publicity and other organizations support this <br />change. <br /> <br />Commissioner Wright listed some including Best Friends, ASPCA, and Friends of <br />Animals. <br /> <br />Chair Hanson asked if this would be for just domesticated animals. <br /> <br />Page3 of 7 <br />
