<br />Effective: 2/27/59 <br />City of Centerville Ord. # 1 <br /> <br />It shall be unlawful to keep, place or deposit garbage, waste matter, or rubbish on the <br />public ways of the City ofCenterville. <br /> <br />Garbage in bags shall not be placed outdoors for pick-up except on the date of pickup. <br /> <br />Garbage shall not be placed in the right-of-way outdoors for pick-up no earlier than 12 <br />hours prior to pick up. <br /> <br />SECTION 3. <br /> <br />Hours of operation are between 7:00 a.m. and 8:00 p.m. In the event of an emergency, <br />the City reserves the right to amend the hours of operation. <br /> <br />SECTION 4. <br /> <br />This City Council may license an independent contractor to collect garbage in the City of <br />Centerville upon payment of a license fee as listed in the current fee schedule. The City <br />Council may contract with said licensee for the collection of garbage in the City of <br />Centerville on such terms and for such periods as the Council may from time to time <br />determine. It shall be unlawful for any other person or persons to move or carry away <br />any garbage, except from his own premises, except by special permission of the City <br />Council. <br /> <br />The independent contractor is responsible for the safe, legal, and environmentally sound <br />disposal of refuse, garbage, white goods, and any other items and materials collected <br />under the contract. The independent contractor will dispose of refuse and garbage <br />collected in Centerville at the Anoka County Disposal Facility. The independent <br />contractor must maintain Anoka County receipts of delivery and shall provide the City <br />with copies of such receipts upon request. Estimated City tonnages must be reported by <br />the independent contractor to the City monthly. <br /> <br />The independent contractor is responsible for the safe, legal, and environmentally sound <br />conveyance of all yard waste collected under the contract. The independent contractor <br />will convey the yard waste to a compost site as approved by the City. The independent <br />contractor may not mix other types of refuse or inorganic materials with the yard waste or <br />take any action so as to make the yard waste material unacceptable to the operators of the <br />compost site. <br /> <br />The independent contractor is responsible for the safe, legal, and environmentally sound <br />collection and conveyance of recyclables. The independent contractor must convey the <br />recyclables to a market, which assures these materials will not be landfilled. The <br />independent contractor may not mix other types of refuse or inorganic materials with the <br />recyclables or take any action to make the recyclable material unacceptable to the <br />operators of the recycling center. <br /> <br />Page 3 of5 <br />
