<br />City Council 6-22-05 Work Session Minutes. 5:30 p.m. Present were Mayor Mary Capra, <br />Council members Jeff Paar, Tom Lee, Michelle Lakso, and Richard Terway. Also present <br />was Finance Director John Meyer. <br />Summary of Meeting <br />From the Work Session: <br />1.Council reviewed information that Dallas Larson had supplied to implement <br />Laserfiche Document Imaging and DataView GIS, together with hardware <br />upgrades to make this all possible. Some Council members were a little surprised <br />by the cost of the project which over two years is about $70,000. The are not <br />quite ready to make the decision, but would like to see the budget report after six <br />months to make sure that funds are available. This will be placed on the Council <br />agenda for discussion on July 13. <br />2.The Council discussed whether any additional team-building services of Lynn and <br />Associates are needed at this time. It was agreed to look at something for January <br />0f 2006. <br />3.John Meyer presented a refined plan for a redevelopment of the City property in <br />Block 7, downtown. The plan provides for a combination of commercial space <br />with second floor residential units. The Council liked the plan and authorized <br />grant applications in the regular meeting agenda. <br />4.Dallas Larson presented an analysis of wetlands in the 14.5 acre parcel that the <br />City optioned for a possible backage road behind Northern Forest Products. <br />Wetlands are much more extensive than expected and it is clear the project cannot <br />work using the option price that the seller has agreed to. Council would still like <br />to be able to construct the backage road and directed staff to see if a solution can <br />be found including negotiating a lower purchase price. <br />5.Council discussed the possibility of allowing hydro-seeding as an alternative to <br />sod for new homes. The Council was adamantly opposed to anything but sod in <br />front yards. They are willing to see hydro seeding back from the front building <br />line. <br />6.Council discussed charging an additional hook-up charge to recover the value of <br />unforeseen benefits to property that is split to create additional building sites <br />where they were not previously assessed. This will be placed on the agenda with <br />a draft resolution to implement a fee for this situation. <br />Dallas Larson <br />City Administrator <br />
