<br />City Council 9-7-05 5:30 p.m. Work Session Minutes. Present were Mayor Mary Capra, <br />Council members Jeff Paar, Michelle Lakso, and Richard Terway. Also present was <br />Finance Director John Meyer. Absent was Council member Tom Lee. <br />1.John Meyer reviewed the Budget for 2006(Draft 2). John indicated that the levy <br />result of the budget would be an increase of 3%, but that due to new value <br />construction, the tax rate would drop by about 7%. Council expressed concern <br />that we not cut things too close in the preliminary levy and that decisions to cut <br />could be made in December with the final levy decision. John will adjust the <br />budget to provide for a 5% reduction in the tax rate in the preliminary levy. <br />2.The council discussed the personnel policy and specifically what additional <br />compensation, if any, should be granted to the Public Works Director to recognize <br />that he is also Building Official. It is likely that the costs would be somewhat <br />higher if the positions were separated and performed by two different people. It <br />was suggested that 2% additional compensation would be appropriate for the <br />position of Building Official. <br />3.The Council continued review of the draft City Code and completed review <br />through 120. <br />4.Council will need another work session to finish the City Code, Chapters 150- <br />157, and to complete its review of the Personnel Policy. <br />Dallas Larson, Administrator <br />
