<br />Parks & Recreation Committee <br />Meeting Minutes 08-05-09 <br /> <br />Mark Spitzmueller was in attendance to discuss whether the city had gained access to this property <br />and the potential for Bald Eagle Water Ski Club to use this area in 2010 for their practices and <br />shows. The committee felt the only problem with this was there won't be enough room at the park <br />for spectators and parking could be an issue. Mr. Spitzmueller said he has talked to Father <br />Fitzgerald regarding parking at the church. Mr. Statz stated the City needs to build the park <br />proportional to average use, not specifically for water ski club show viewing. Mr. Spitzmueller felt <br />the area would be more than adequate for their use and was impressed with the design of the <br />parkes) and how the downtown area was coming together and felt the practices and shows viewed <br />from the park would be a great venue for both the city and the ski club. Mr. Statz asked the <br />committee if there was a name for the park yet to which Chairperson Seeley replied not at this time, <br />but the committee would narrow this down during the winter. Mr. Spitzmueller asked if there was <br />potential for a fishing pier or a dock and said the ski club would be willing to potentially do some <br />type of dock for the City's use as well as for the ski club. Mr. Statz stated for a DNR approved <br />dock a fishing pier/dock would require sides. Mr. Spitzmueller said the ski club has worked with <br />this before in other areas where they do shows and it is workable. Chairperson Seeley asked if the <br />ski club would be wi\1ing to do ski clinics for kids, to which Mr. Spitzrnueller replied, yes they <br />would; they have done this in the past. Mr. Spitzmueller would like to come back to the March <br />20 I 0 meeting to further discuss this. <br /> <br />IV. CONSIDERATION OF MINUTES <br /> <br />Aueust 5. 2009 Parks & Recreation Committee Meetine Minutes <br /> <br />Motion was made by Vice-Chairperson Selander, seconded by Committee Member Baiden, <br />to approve the August 5, 2009 Parks & Recreation Committee Meeting Minutes as is. Ayes- <br />5, Nays - 0, Abstain -l(Seeley). Motion carried. <br /> <br />V. COMMITTEE BUSINESS <br /> <br />Irriestion at Bidden Sprine Park - Additional Bids as Reouested <br /> <br />At the committee's request Mr. Paul Palzer, Public Works Director obtained three (3) bids for <br />irrigation system installation at Hidden Spring Park. At the previous committee meetings the need <br />for irrigation at this park was discussed. Many plantings were lost on the lakeshore restoration area <br />of the project in 2008 due to lack of water. In 2009 daily man hours have been spent watering all <br />the monument signs at each park, but in particular Hidden Spring. Staff has carried water in 5 <br />gallon pails and in a 250 gallon barrel in the back of trucks, hooked hoses and sprinklers to the <br />water fountain and used the fire hydrant. Also many man hours have been spent this season getting <br />the landscape back in shape after not being maintained in 2008. This park needs a regular water <br />source to maintain it and promote growth of the lake shore restoration and rain garden plantings. <br />The committee would like to accept the lowest bid from Albrecht irrigation, not only as the lowest <br />bid, but as the company which presented the most useful and detailed description of what they <br />would install. These funds would come from the Parks & Recreation Committee's budget for 2009 <br />and the committee would like to see it done yet this year. The committee did question who would <br />be responsible for blowing out the lines each year, would it be Public Works or would more cost be <br />incurred by using Albrecht Irrigation to blowout the lines in the fall? One of the bids stated the <br />warranty would be void if the company who installed the irrigation did not blowout the lines. The <br /> <br />30f6 <br />
