<br />3 February 1998 <br /> <br />To: Planning and Zoning Committee <br /> <br />From: Paul PaIzer, Public Works Director/Building Official e <br /> <br />Re: Ordinance 44A <br /> <br />Dear Chairperson Welk and Committee Members: <br /> <br />I have provided a handout on Zoning Criteria which came from a recent building <br />seminar which was attended by Ken Cook. It helps to walk through the zoning process <br />and explains the goals to be achieved by various zoning procedures. I hope it is useful as <br />a reference guide for your use over the next year. <br /> <br />In a recent cooversion with fun March, the intent of a "Pole Barn" type buildings in <br />the commercial and industrial zoning has lead to some confusion between how the city <br />staffhas interpreted this restrictioo and how it literally reads within the ordinance. Staff <br />has lead potential business owners to believe that only concrete or block exterior walled <br />buildings were permitted within these zones and that no pole barn or pre-engineered metal <br />buildings were permitted by this ordinance. <br /> <br />As a staff member I would like the Planning and Zoning Committee to issue an <br />interpretation of their intentions with this restrictioo and possibly amend the ordinance to <br />more accurately state the intended restrictions for these zones. This would only include <br />the exterior walls of a building and clarify the following items. <br /> <br />I. Whether cootinuous or pier footings are permitted. <br /> <br />2. If any structural wood framing is allowed or if all studs are required to be of metal. <br /> <br />3. The issue of the main wall constructioo must be concrete or masonry versus steel or <br />wood construction. <br /> <br />I believe that with the rapid expansion of the city in the industrial and commercial <br />zones that this is an important issue as to what type of businesses the city will attract and <br />will impact the makeup of our industrial base and the revenues generated from these <br />structures. <br />
