criminal drug statute for violations occurring on or off the work premises <br /> while conducting City business. A report of the conviction must be made <br /> within five (5) days after the conviction as required by the Drug-Free <br /> Workplace Act of 1988. <br /> 25.2 Drug and /or Alcohol Treatment <br /> Discipline: Employees are prohibited from possessing or consuming alcohol or <br /> non - prescription drugs while on the job. Any Employee who reports to work <br /> incapacitated or whose performance is impaired through the use of alcohol or non- <br /> prescription drugs will be subject to disciplinary action. <br /> Leave: In instances where it is necessary, personal leave may be granted for an <br /> evaluation, treatment or rehabilitation on the same basis as is granted for ordinary <br /> health problems. Consideration will be given for use of leave of absence without pay <br /> as defined by the City's personnel policies. <br /> Assistance: The City has also made available access to an Employee Assistance <br /> Program (EAP), sponsored by CIGNA Behavioral Health Services. <br /> 26. EMPLOYEE RECOGNITION <br /> 26.1 Employee Action Committee <br /> Authority: The City of Centerville promotes an environment in which positive <br /> working relationships can be formed and fostered through social interaction and <br /> Employees can be recognized for their contributions. For these purposes, Employees <br /> are allowed to form an Employee Action Committee, with a minimum of three (3) and <br /> a maximum of five (5) members to be appointed by the City Administrator. Members <br /> of the Committee will elect officers and be responsible for structuring by -laws and <br /> operating rules for the Committee, which will be reviewed and approved by the City <br /> Administrator. Committee members are authorized to use up to one (1) hour of work <br /> time per month for Committee business. <br /> Employee Recognition and Appreciation: The City Council will designate an <br /> amount in its annual budget to be used by the Committee for Employee recognition <br /> and appreciation events. The Committee may consider selecting Employees for awards <br /> in areas such as longevity, teamwork, innovation, above and beyond, leadership, <br /> exceptional customer service, spirit, etc. Awards will consist of plaques or functional <br /> items such as clocks or pen /pencil sets and will be of nominal value.
