Councilmember Helmbrecht volunteered to attend the Police Commission Meeting. <br /> Planning and Zoning Meeting - <br /> Councilmember Helmbrecht reported the Planning and Zoning Commission currently is working <br /> on updating the pawn shop ordinance. They requested a copy of the Lino Lakes pawn shop <br /> ordinance. <br /> Senior Housing Update - <br /> Councilmember Brenner updated the Council on Senior Housing. Mr. March and Councilmember <br /> Brenner met with the Barotts on Monday morning to discuss their property for the Senior <br /> Housing location. The Barotts would like to sell the three and a half acres in the back of the <br /> house for $70,000 and sell one acre with the house and garage for $30,000. Ms. Barott who is <br /> living in the house has a life time estate to live in her home until death. The Barotts requested the <br /> buyers pay for the title and the survey. Further, the Barotts requested Ms. Barott have a senior <br /> unit Centerville Road is widened. Also, the Barotts requested the buyers maintain Ms. Barott's <br /> home until she leaves. <br /> Councilmember Brenner spoke with Mr. March about some concerns. Councilmember Brenner <br /> spoke with Ms. Barott. She was concerned with some issues of moving out, since she has many <br /> memories there and she asked what would happen to her home if she was to move into the senior <br /> homing. Councilmember Brenner didn't know what to say. Councihnember Brenner voiced a <br /> liability concern if the City were to own the house and she were to live in it. Mr. March explained <br /> some options; the agreement could include purchasing three acres now and purchase the <br /> remaining property when it becomes available, Additional research would have to be done on a lot <br /> split and a purchase agreement. Councilmember Powers- Rasmussen suggested discussing the <br /> concerns with Ms. Barott. Mayor Wilharber suggested Jim and Theresa continue to work with <br /> the Barotts and bring any other concerns to the Councils attention. Mayor Wilharber mentioned <br /> the Barotts have been in Centerville for years and suggested the Senior Housing Development be <br /> named after the Barott family. <br /> Mr. March reported the property market value is $75,600. The home was built in 1877. The <br /> annual taxes are $1,006. The land was valued at $31,400 and improvements were valued at <br /> $44,200. Mayor Wilharber thanked Jim and Theresa for reporting their findings. <br /> Mayor Wilharber announced the City will be holding the Board of Review on April 9, 1997 at <br /> 6:00 p.m. <br /> ADMINISTRATOR REPORT: <br /> Mr. March summarized the outlook for staff training. Ken and Paul will be taking some building <br /> classes. Tim will be taking a course for Public Works. Jim and Danell will be attending a T1F <br /> training seminar. Pubic Works staff will be attending a safety course in Blaine. Ry -Chel is <br /> looking to become involved in the Municipal Clerks Association. They have a board member <br /> position opening that she would like to explore. Mr. March will be attending the Managers <br /> Conference in Brainerd. Ry -Chel and Danell will be attending the Clerks Institute in July. Mr. <br /> March explained the League's Annual Conference is the second week in June. The Clerk has <br />
