MN RE: Comprehensive Plan Budget <br /> 55344 <br /> 612/942 -8010 This memo is a follow -up to my February 17, 1997 letter regarding the Comprehensive <br /> FAX 612/942 -7464 Plan budget overruns. It is my understanding that the City Council has requested that I <br /> identify a specific amount of money to be considered as a budget amendment. <br /> As I noted earlier, we have not invoiced the City for $4035 in professional labor <br /> overruns. The budget currently includes $1115.41 in unexpended labor and expenses. <br /> This should be sufficient to complete the review process and to print 25 copies of the <br /> final plan_ Our overruns were associated with the addition of the Town Meeting <br /> process for issues identification arid the development of goals and policies. The <br /> original work plan included neither of these; rather, we were simply going to <br /> incorporate goals and policies from the 1989 plan. <br /> My February 17 memo also noted the budget for these activities in other cities ranged <br /> from $2800 to $3800, While I can argue that our work in Centerville in these areas _ <br /> would fall into the middle of that range, I would be pleased if the City would consider <br /> the bottom of the range as a fair budget increase. The additional work added about <br /> three months to the comprehensive plan process, including three meetings. The $2800 <br /> represents approximately 20 hours of partner involvement, 20 hours associate, 5 hours <br /> technical and 10 hours support. <br /> Having been in local government for 15 years, I am aware of budget issues that _ <br /> communities deal with. I have also submitted a cost estimate to you for revising the <br /> zoning ordinance, which I assume may not be fully budgeted. I am concerned that <br /> additional comprehensive plan expenses may interfere with a decision to complete <br /> necessary amendments to the ordinance. I would rather see the City complete the <br /> zoning ordinance revisions in an appropriate manner. <br /> To this end, I would propose that any additional compensation you consider for the <br /> comprehensive plan be added to the zoning ordinance budget. I would accept a <br /> deferment or final payment until 1998, if that works better for the City. I have enjoyed <br /> working with Centerville and would like to maintain the relationship. The bottom line <br /> is that I will accept any decision or direction the City chooses, without complaint or <br /> debate, including no compensation for the comprehensive plan overages. <br /> 0 <br />
