City Council Meeting February 12, 1997 <br /> current problem with Peltier Lake Drive. Nyberg explained this road will be on higher <br /> ground so there shouldn't be a problem. Helmbrecht asked if the school was aware of the <br /> trail location and if that works with their plan. Mr. Black commented the school has seen <br /> the plans and are comfortable with the trail leading to the ball fields. <br /> Wilharber clarified the road location being discussed for the viewing audience. The road <br /> is the north entrance into the proposed Lakeland Hills Development located on the Hensel <br /> property. <br /> Powers- Rasmussen asked if all the issues from the City Engineer's letter dated January 30, <br /> 1997, had been addressed. Nyberg had discussed several of the issues with Planning and <br /> Zoning, a variance is needed for the block exceeding 620 feet in length but this is a <br /> formality. Nyberg explained one issue from the Planning and Zoning which should be <br /> discussed is the center islands. Mr. Black proposed two $10,000 maintenance free center <br /> islands at each entrance. <br /> Mayor Wilharber asked which agencies Royal Oaks is referring to, in the letter dated <br /> January 28th? Mr. Black explained they are currently scheduled to go before RCWD on <br /> February 26th. Further, Royal Oaks is working with the Army Corp of Engineers for a <br /> nation wide wetland permit. Mr. Black has been in contact Roger Butler at Anoka County <br /> Highway Department for an access permit off Co. Rd. 14. Finally, they are working with <br /> the DNR on minimizing wetland impact. <br /> Brenner has not seen the Planning and Zoning minutes from the last two meetings and <br /> would rather hear their input prior to approval. Mr. Black mentioned the R -2 district in <br /> this area would satisfy the zoning ordinance requirements. Mayor Wilharber commented <br /> the City Administrator and City Engineer both were present at the Planning and Zoning <br /> meetings and have addressed any issues. <br /> Mr. Qamhieh requested the new and existing grading plans and suggested the council <br /> consider restricting drainage to the east. Nyberg commented the elevation of grading will <br /> not affect Mr. Qamhieh's property. Mayor Wilharber commented since the Army Corp of <br /> Engineers, Rice Creek Watershed District and DNR are looking at these plans they should <br /> catch any potential problems. Nyberg commented the developers have done everything <br /> possible to direct the water away from the east. <br /> Mr. Bill Lalonde of 1687 Westview Street discussed issues he hoped the council would <br /> think about. Mr. Lalonde wouldn't like dog kennels or yipping dogs. Although the park <br /> board would rather have the park money instead of park land, he felt the city should have <br /> a park in this area. He was totally for sidewalks leading to the school path, it shouldn't be <br /> grass and was in favor of curb and gutters. <br /> Mr. Lalonde mentioned the meeting with the developer and the school didn't go well since <br /> the developer didn't want anymore water running on their property.
