WELLHEAD PROTECTION PLANNING <br /> ANOKA COUNTY <br /> Introduction <br /> The following discussion presents a strategy to develop wellhead protection plans for <br /> communities in Anoka County who are members of the joint powers board. The <br /> - Minnesota Department of Health (MDH) is the lead agency for administering the state's <br /> wellhead protection program but public water suppliers will be responsible for preparing <br /> and implementing wellhead protection plans under provisions in the draft state wellhead <br /> protection rule. The rule is anticipated to be promulgated in 1997 and efforts to prepare <br /> wellhead plans should follow the procedures specified in the current draft rule <br /> language. <br /> MDH is pleased that the joint powers board communities wish to develop and <br /> implement wellhead protection plans on a volunteer basis. MDH will provide staff <br /> support to help communities prepare their plans including delineation of wellhead <br /> protection areas. The joint powers board has indicated a willingness to begin wellhead <br /> planning as soon as possible but MDH has already committed its available staff to <br /> helping other communities. MDH offers the following schedule for wellhead protection <br /> work plan for consideration by the joint powers board and Anoka County. <br /> PART 1. PREPARING INNER WELLHEAD PROTECTION AREA MANAGEMENT <br /> ZONE PLANS. <br /> 1. Designate the inner wellhead management zone for each well in the <br /> community water supply system. This is defined by 1) a 200 foot radius <br /> around a well which does not have at least 50 feet of water tight casing <br /> and penetrates at least 10 feet of a geological confining layer or 2) a 150 <br /> foot radius for a well which exceeds these requirements. Target date - <br /> March 1, 1997. Lead agency - each community. <br /> 2. Conduct an inventory of potential contaminant sources within the inner <br /> wellhead management zone for each well in the community water supply <br /> system. Target date - June 1, 1997. Lead agency - each community. <br /> 3. Identify non - complying sources and their potential impact on the quality of <br /> the water pumped from the community well. Target date for completion - <br /> July 1, 1997. Lead agency - each community. <br /> 1 <br />
