Anoka County Contract #970098 <br /> JOINT POWERS AGREEMENT <br /> AGREEMENT, made this _ day of , 1997, by and between the <br /> City of Centerville, Minnesota ( "City ") and the Anoka County Housing and Redevelopment <br /> Authority (the "ACHRA"), both bodies politic and organized under the laws of the State of <br /> Minnesota. <br /> RECITALS <br /> CITY is in the process of implementing a senior citizen housing project at a location in <br /> the City of Centerville, consisting of a building including up to 16 units, with possible expansion <br /> to include a second building. Recent studies have demonstrated a need for senior citizen housing <br /> in the Centerville area, and in Anoka County generally, and the ACHRA possesses staff expertise <br /> in housing administration, certain bonding authority and management capability to own and <br /> operate such a facility, and to generate funds with which to enable completion of the Project. <br /> The Project shall refer to the construction and occupancy of a 16 -unit dwelling facility to house <br /> seniors, together with such ancillary facilities as may be necessary or appropriate to the facility. <br /> The facility is to be constricted on real property identified on Exhibit A as the "Barett Parcel" <br /> (hereinafter referred to as the "Facility Site "). to serve as an area for access, buffer and green <br /> space, and possible future expansion for a second building. Both City and the ACHRA desire to <br /> jointly work toward the goal of completing the Project, and to this end, <br /> IT IS AGREED: <br /> SECTION 1. INITIAL DEVELOPMENT STAGE. <br /> A. Land Acquisition. The City has entered into a purchase agreement for the <br /> purchase the Facility Site, which is attached hereto as Exhibit B. At an appropriate time, City <br /> will exercise its option and acquire title to the Facility Site. <br /> B. Building and Site Design. The County has selected and plans to engage the <br /> services of an architect, to -wit: Miller Hanson Westerbeck Berger, Inc. (the "Architect "), to <br /> prepare a schematic design for the first 16 -unit building and to create a total site plan for the <br /> Project, including drives, parking, landscaping and the like. ACHRA shall cause the Architect to <br /> complete all plans and specifications consistent with the schematic design as approved by the <br />
