MEMO
To: Mayor Wilharber and City Council Members
Front Paul Palzer, Public Works Director/Building Official •S
Re: Public Works Facilities
***************************************** * * * * * * * * * * * * * * * * * * * * * * * * * * * * * **
A question was raised at the last work session about the adequacy of the existing public
works facility for current and future operations. A number of complaints have been
received this last year in regards to the appearance of the existing operation and its
location in the downtown residential district. As you know, any construction and repair
operation requires space for storage of equipment and materials. This storage in a
non - confined area also poses a potential liability to the City with so many children present
in the neighborhood.
Currently the public works department stores outside two pickup trucks, the tanker, the
old concession trailer, fencing material, water and sewer materials, the Lion's shed,
recycling and trash containers, bleachers, gravel and dirt piles. The new garage on the
senior housing site is currently half full of equipment and materials. The two public works
buildings are overly crowded with equipment, materials and office supplies. These sites
are currently unable to house the old Centerville fire truck and a squad car per the City's
agreement with the Circle Pine- Lexington police department.
The City has been actively pursuing possible altemate sites for public works due to this
over crowding condition and the expected growth in the coming years. The previous City
Council determined it was in the best interest of the City to secure either an existing
building or a more desirable location for a public works facility while these may still be
available in the City.
From previous studies conducted by the City's Engineer back in 1992 -1993 it was
estimated at complete build out that the public works department would consist of five to
six staff members, possible seven to ten vehicles including trucks and tractors with an area
for outside storage and interior work areas for repair and assembly operations.
The Lake Area Contracting building would accommodate public work's needs at ultimate
build out plus provide a revenue source by renting to the existing renters until the
additional space is required for the city's operations. If you desire additional information I
would be glad to provide any details of the public works operations.
