• NEW BUSINESS City Pro' ct date Mr. Peterson distributed a letter dated January 12 1999 that includes an update and the progress of city projects (See Attached). Mr. Peterson explained the status of each city project. In addition to the progress report two items were added. The Water Interconnect on 20th Avenue and Cedar Street, the Cities of Lino Lakes and Centerville plan to connect two forcemains which are within 20 -30 ft of each other. The Cities will need to sign a Joint Powers Agreement (JPA). Finally, the Parkview Development has had its the first lift of blacktop applied. Special IIse Permit (SIJP) - Gerald Rehbein Ms. Susan Fussell, P.E. (Metro Land Surveying) distributed an updated grading and erosion plan. She stated that both the Planning Commissions and the citizens' concerns are addressed in the revised plans. The play ground area was moved south, additional height was added to the berm and trees will be planted atop the berm. Councihnember Brenner questioned the use and year the facility would be used as a kindergarten facility. Mr. Gerald Rehbein (R&R Leasing) commented the information was unknown, however, the facility could be used for a day care, private school or a business building. Mr. Todd Francis (Speck Cons) described the exterior of the building. specifically the load dock area and that a gate is proposed to separate the children from all traffic. Ms. Lori Dorn (1836 Revoir Street) questioned the safety of the institution having windows that open and the possibility of vandalism. Ms. Molly Nelson (1860 Revoir Street) questioned safety issues surrounding the fenced area ending near the pond. Mr. Speck and Mr. Rehbein explained the fenced area is to separate the children from the hard surface, play ground, and the open space play areas. Mayor Wilharber referred to the January 1999 Planning Commission meeting minutes and the recommendation to the Council. Councilmember Brenner requested to inspect the actual SUP document. Mr. March explained the Council's stipulations will be contingencies for the SUP and he noted the document will be presented at the next Council meeting. Mr. Rehbein planned to begin construction in March and would like plan approval by the end of January, since they would like to order steel roof materials for delivery in March. Ms. Dom asked, "Is a kindergarten center really what the City needs ?" Mayor Wilharber mentioned an advantage to the proposed facility is the City will receive taxes on 5
