Mayor Wilharber thanked the Police Department and Fire Department for responding to the needs <br /> of the community and namely, his mother's concern. <br /> UNFINISHED BUSINESS CONTINUED <br /> Dennis Shudy's Proposal <br /> Mr. March updated the Council on a proposal the City received from Mr. Dennis Shudy who had <br /> inquired about purchasing the approximate two -acre Cedar Street Park property. Mr. Shudy has <br /> since then requested to lease the property as a temporary, ready mix concrete plant. Mr. March <br /> commented he found the documentation from former City Attorney Greg Hellings in regards to <br /> the status of the ownership of the parcel and its restrictions. Mr. Hoeft reported that in order to <br /> clear the property the City will have to undergo an unrestricted deed process. Anoka County <br /> Board makes recommendation to the State then the State typically leans toward the County's <br /> recommendation. The City's position is to be the fee owner with no restrictions. Currently, the <br /> City cannot use the property for any use other than for park purposes. <br /> j Mayor Wilharber clarified that the ready mix is dry and questioned the water source. Mr. Shudy <br /> replied the water will be hauled onto the site. Mayor Wilharber questioned Mr. Shudy's <br /> operational plan. Mr. Shudy responded during the cold season business stops and during the <br /> warm season business resumes. Mayor Wilharber requested the Engineers comments prior to <br /> making a decision. <br /> 1 Mayor Wilharber moved to direct Staff to continue researching the possibilities and pursue <br /> the park prope chan a to remove the restrictions. Councilmember Brenner seconded the <br /> motion. Motion carried unanimously, <br /> NEW BUSINESS <br /> Otter Lake Animal Control Contract <br /> Mr. March gave a synopsis of the Otter Lake Animal Control Contract and noted that specific <br /> contractual items were incidentally omitted (page 3). Mr. Hoeft suggested that modifications in <br /> the contract be placed in writing, prior to execution. <br /> Councilmember Buckbee moved to renew the contract with Otter Lake Animal Control <br /> with nrtea am•nd e t nd conti . •n n% in theAttorle ' 6 *rival of t -e hree <br /> Councilmember Brenner seconded the motion. Motion carried unanimously. <br /> Swift Construction <br /> Mr, March gave a brief overview of Swift Constructions letter that requests the City consider <br /> adjusting the WAC (Water Availability Charge) and SAC (Sewer Availability Charge) charges to <br /> home builders. Currently, the City charges $1300 for a water hookup charge and each of the <br /> town home buildings in Eagle Pass has a water hookup for a sprinkler system. Mr. Palzer <br /> explained that a "T" pipe is connected to the watermain to provide water to the town homes and <br /> 4 <br />
