MEMO <br /> DATE : January 21, 1999 <br /> TO : Honorable Mayor and Council <br /> FROM : Jim March <br /> RE : Goetz Landscape, Special Use Permit <br /> ************************ * * * * * * * * * * * * * * ** * * ** * * * ** * ** * ** <br /> A special use permit is required by Ordinance #4 under the discretion of the City Council. Past <br /> policy has been to require a public hearing for new building construction (either commercial or <br /> industrial). A public hearing was held for Goetz Landscaping and Irrigation, Inc. at the January 5, <br /> 1999 Planning and Zoning Commission meeting. The minutes from that meeting are included in <br /> your packet. A letter of support from Northern Forest Products was submitted for the record and <br /> a copy is included in your packet. There was no one in attendance that spoke against this project. <br /> There was a motion to have the special use permit addressed at the next meeting of the Council, <br /> with attention paid to the Commissions stipulations. I indicated that their stipulations would be <br /> addressed in the actual Special Use Permit document that would be reviewed by Council at this <br /> meeting. Enclosed is a copy of the Special Use Permit with the Planning and Zoning Commission <br /> stipulations per their motion. Paul Palzer was in attendance at the Planning and Zoning <br /> Commission meeting and he has reviewed the Special Use Permit <br /> There is some background information in the packet for the Council on this issue. Included as <br /> supplemental information are the specifications for the landscaping, specifications for the green <br /> houses, correspondence from Anoka County and an item by item breakdown of how this project <br /> will address each point in the industrial appendix of Ordinance #4. Also included is a timeline for <br /> the project as well as the response to each stipulation (from Goetz Landscape) that was raised at <br /> the Planning and Zoning Commission meeting. A large site plan for ultimate build out of this lot <br /> is available at City Hall and is on the easel in the Council chambers. <br /> I would recommend approving the Special Use Permit for this project. Council will have the <br /> opportunity to review the main building design, once the applicant applies for a building permit <br /> this fall. Mr. Goetz has reviewed the design team sketches and indicated at the Planning and <br /> Zoning meeting that they would like to incorporate some of those ideas into their new building. If <br /> anyone has any questions, comments or requires some other information on this project, please do <br /> not hesitate to contact me. Mr. Goetz will be in attendance at the meeting to answer any possible <br /> questions. <br />
