MN 55038 <br /> Re: Water and Sewer Rate Study <br /> BRA Pile No. 616 -GEN <br /> Dear Mr. March: <br /> We have been asked to study the water and sewer user rate system for the City of Centerville. There is <br /> concern then the current system is outdated and may not provide the necessary funds required for the <br /> operation and maintenance of the City's utility systems. • <br /> A sound user fee system is the foundation of healthy, sustainable, infrastructure revenue funds, In order <br /> to generate sufficient revenue, reliable data and realistic projections of system costs, growth and <br /> geographic service areas must be determined. <br /> We have been told that a study was done several years ago by Maier Stewart & Associates (MSA) and the <br /> current rates were developed flrom that study, You can compere Centerville rates to those of other <br /> communities based on the attached 1996 Utility Rate Survey. <br /> If ordered to do the study. a report would be developed. It would curtain a review or past and present <br /> schedules and practices relating to water and sewer user charges in the City and recommendations for <br /> rates, which will produce the required revenue in a fair and equitable manner. We propose to do this in a <br /> phased approach. Phase 1 would involve gathering information, reviewing, MSA's previous work, <br /> identifying issues, and recommending the need for a new rate study. The estimated cost for Phase 1 is <br /> $2,000. After discussing the result with Paul Paint and you, we would move to Phase 2 with Council <br /> approval. Phase 2 would be development ofa flea! rate study report, completo with tables and graphs that <br /> summarize all tho recommendations.
