MEMO <br /> DATE : February 5, 1999 <br /> TO : Honorable Mayor and Council <br /> FROM : Jim March <br /> RE : Special Use Permit - Lloyd Drilling <br /> *************** * ** * * * * * * * * * * * * * ** * * * * * * * * * ** ** <br /> Enclosed in your packet is a Special Use Permit for the project being undertaken by Lloyd <br /> Drilling. Mr. Drilling applied for a Special Use Permit and a public hearing was duly held at the <br /> January Planning and Zoning Committee meeting (see enclosed minutes excerpt). <br /> The Planning Commission approved the site plan for the Commercial Daycare/Retail Center. The <br /> site is appropriately zoned for this development. Also included in your packet are site plans, floor <br /> plans, exterior wall designs and grading plan for this development. The applicant has applied for <br /> a Rice Creek Watershed District Permit and highway access permit from Anoka County. <br /> The City Engineer is responsible for reviewing the grading plan and parking lot design. The <br /> developer is using Remely Architects to design the building, Metro Engineering to design the <br /> grading plan and Winkelman Construction to build the project. Mr. Drilling will be in attendance <br /> to answer any questions in regards to this project. The developer would like to begin <br /> construction in March or April. Also included in your packets is a letter entitled concerns of <br /> residents that addresses several issues that the developer should be prepared to address. <br />
