2.4 Boundaries. The area included within the District is the area contained within the <br /> corporate limits of the municipalities which are parties to this Joint Powers Agreement, as <br /> adjusted in the future, whether by annexation or otherwise. <br /> 2.5 Payment of Bills. The member municipalities confer upon the administrative staff <br /> persons appointed to serve on the Commission the authority to approve budgeted <br /> expenditures during their monthly meetings. Non - budgeted expenditures must be <br /> approved at a special or regular meeting of the Commission. A monthly bill list shall be <br /> submitted to each municipality at their first regular City Council meeting, <br /> 2.6 Compensation. Commission members shall serve without compensation from the <br /> District, but nothing herein shall be construed to prevent a member municipality from <br /> compensating its Commission members for service on the Commission as such <br /> compensation is otherwise authorized by law, <br /> 2.7 Quorum. Four (4) of six (6) regular Commission members during special or monthly <br /> meetings shall constitute a quorum, except at least one (1) Commission members shall be <br /> present from each city. In situations of default the quorum will be reduced to three (3) <br /> Commission members present, with at least one (1) from each city. <br /> 2,7 Voting. Each Committee member present at the meeting other than ex officio <br /> administrative staff members shall be entitled to one (1) vote. Unless otherwise provided <br /> in this agreement, the Committee may take the action on any issue by a fifty -one (51 %) <br /> per cent or greater vote of those members present and entitled to vote at a duly called <br /> meeting, subject to the quorum requirement of Section 2.5. <br /> In the absence of a designated Commission elected official, the designated elected <br /> official alternate of that municipality shall become a voting member of the Commission. <br /> There shall be no voting by proxy. Votes must be cast at a Commission meeting by a <br /> Commission member. <br /> 2.9 Default, Voting Authority. No Commission member shall be eligible to vote on <br /> behalf of the municipality that appointed said Commission member during such time as <br /> the municipality is in default of terms or provisions of this agreement. During the <br /> existence of such default, the vote or votes of such municipality shall not be counted for <br /> the purposes of this agreement. Committee members representing a municipality in <br /> default shall not be counted for the purpose of determining a quorum. <br /> 2.10 Administrative staff approval of payment of bills as in Section 2.3 shall require <br /> unanimous agreement. <br /> ALTERNATE SECTION II <br /> 3 <br />
