All notices to the Commission shall be delivered or served at said office. SECTION IV GENERAL POWERS OF THE COMMITTEE 4.1 Powers. (3) To lease or purchase equipment and supplies necessary for the proper operation, care, maintenance, and preservation of District facilities and equipment, except as otherwise provided in this Agreement. (4) To adopt District bylaws, rules and regulations for the operation, maintenance and use of the District personnel services, equipment and facilities. (5) To enter mutual aid agreements with other organizations with similar purposes. (6) To recommend disposal of capital equipment as here in after defined, and land.
