The dollar amount of such reduction for the City of <br /> Lexington will be added to the contribution of the City of Circle Pines as <br /> calculated by the formula. <br /> The City of Centerville will pay the amount indicated by the formula. <br /> At the point that all cities pay the amount that is indicated by the formula, no future <br /> phase in shall occur. <br /> To further clarify the formula and their intended relationship, specific examples of the <br /> formulas are attached as Appendix A. <br /> SECTION VII <br /> BUDGET <br /> 7,1 Established Budgets. The municipalities hereby agree that the maximum amount <br /> the cities will contribute to fund the police budget per year is as follows: <br /> 2000 - 1,168,190 <br /> 2001 - 1,241,583 <br /> 2002 - 1,314,178 <br /> 2003 - 1,336,009 <br /> 7.2 Police Commission Budget Process. The Police Chief shall submit a budget to the <br /> Commission by July 1st of each year. <br /> The Commission shall then review the proposed budget and make a recommendation to <br /> the member municipalities by August 1st. Each municipality shall have until November • <br /> 15 to accept the budget. If all member municipalities have not accepted the budget by <br /> November 15th, in the appropriate year, the Commission will make an attempt to resolve <br /> outstanding issues and shall report back by December 15th. The municipalities will then <br /> have from December 15 to January 15th to approve the proposed budget. All new <br /> budgets must be agreed to by all member municipalities, to become effective. <br /> 7.3 Base Budget. If by January 15th, the municipalities in the District are unable to <br /> mutually agree on the proposed budget for the upcoming year, the amount of the previous <br /> years operating budget will be increased by the lesser of the following: <br /> (a) The increase in the July to July, Minneapolis and St. Paul Consumer Price <br /> Index for All Urban Consumers (CPI) for the period ending most immediately <br /> prior to the commencement of the budget year over the same index for the <br /> previous year. <br /> or <br /> 9 <br />
