PEMBLE, TRAFFIC ENGINEER <br /> DIRECT DIAL NUMBER (612) 8624231 <br /> July 14, 1998 <br /> Paul McDowell <br /> Northern Forest Products <br /> 2050 Main Street <br /> Centerville, MN. 55038 <br /> RE: Site Plan <br /> Northern Forest Products — Lots 5 & 6 — Industrial Park <br /> Dear Mr. McDowell: <br /> We have reviewed the site plan for access revisions to Northern Forest Products, located south of CSAH 14 (Main <br /> Street) and east of CR 54 (20`" Avenue) within the City of Centerville, and I offer the following comments: <br /> The original site plan review (8- 21 -95) requested an additional 10 feet of right -of -way adjacent to CSAH <br /> 14 for future reconstruction purposes (60 feet total width of right -of -way south of CSAH 14 right -of -way <br /> centerline). This did not occur when Lot 5 was developed. Anoka County Highway Department is again <br /> requesting that 10 additional feet of right -of -way adjacent to CSAH 14 be dedicated to Anoka County. <br /> An access scheme which included all lots within this industrial park was recommended to the city in the <br /> original site plan review (8- 21 -95) as part of the Northern Forest Products review. These recommendations _ <br /> were not followed and access to Lot 5 was not put within 30 feet of the east line. Access to Lot 6 was <br /> recommended within 30 feet of the west line. There is no record of an access permit being issued to <br /> Northern Forest Products for the access located on Lot 5. <br /> A site plan for development of Centerville Business Park on the north side of CSAH 14 has recently been <br /> submitted to this department which includes a local roadway connection to CSAH 14 adjacent to Lot 5. <br /> Since the unauthorized access to Lot 5 is not at the recommended location and does not line up directly <br /> opposite the proposed local roadway on the north side of CSAH 14 it is recommended that this access be <br /> relocated. It appears that Northern Forest Products owns both Lot 5 and 6. The Anoka County Highway <br /> Department would prefer a single access point to serve both lots. County Policy dictates that this access <br /> point shall: (1) line up directly opposite the local roadway on the north side of CSAH 14; or (2) be located <br /> at the common boundary between Lot 5 and 6. <br /> Anoka County Highway Department would like to work with the city and the developers on the north and <br /> south side of CSAH 14 to develop an acceptable access scheme for this area. <br /> Calculations must be submitted along with a grading and erosion control plan that delineates the drainage <br /> areas for this site. The post- developed rate /volume of runoff must not exceed the pre - developed <br /> rate /volume of runoff for the 5 -year, 24 -hour storm, utilizing the "SCS Method" with a curve number <br /> determined using Group C soils as a minimum. <br /> If any work is to be performed within the county right -of -way, a permit is required and must be obtained <br /> prior to the commencement of any construction.
