Norma Essex
7333 Old Mill Rd
Centerville MN 55038
October 20, 1998
TO: Centerville City Council
FROM: Norma Essex
We have cat problems and I feel the city could use a cat ordinance
similar to the dog ordinance. I have no idea who owns the cats
because they do not have identification tags.
Our cat is declawed, old, and whenever we let him out, he is
always tied up. He has been molested by someone's cat. His hair
was pulled out and received bite marks that broke his hide and
caused bleeding. Our cat has every right to be in his own yard
without being attached by someone else's cat they let run loose.
We have cats triggering our motion detector lights during the
night. We have cats that peei on our front door. I realize cats
are attracted to our yard because of our cat but that doesn't mean
it's right.
The police won't pick up stray cats. They say it isn't in their
contract but I could drop the cats off at the Otter Lake Animal
Clinic. The animal clinic won't take cats from individuals, only
from the police.
It appears we are in a catch 22. We are trying to protect our cat
from injury while in our yard. How can we do that?
If I knew who owned these cats, I could contact the owners.
Without identification, I can't do that.
Cats kill birds when let to run loose. Some also carry fleas.
Cats can be tied up just as well as dogs.
