Where provisions of the Grantee's "APPLICATION" are inconsistent with other provisions of the <br /> Agreement, the other provisions of this Agreement shall take precedence over the provisions of <br /> the "APPLICATION." <br /> GENERAL CONDITIONS <br /> Accounting Requirements <br /> For all expenditures made pursuant to this Agreement, the Grantee shall keep financial records, <br /> including properly executed payrolls, time records, equipment logs, invoices, contracts, receipts, <br /> vouchers, canceled checks, and other documents sufficient to evidence in proper detail the nature <br /> and propriety of the expenditure. Accounting methods shall be in accordance with the Local <br /> Grants Program Financial Management Manual provided by the Grantor. <br /> Reporting Requirements <br /> The Grantee shall submit status reports to the Grantor by the first of June and December of each <br /> year and a final report at the end of the Grant period prior to receiving final reimbursement. <br /> Payment/Disbursement Schedule <br /> The Grantor shall disburse funds to the Grantee pursuant to this Agreement on a reimbursement <br /> basis, based upon a payment request and required expenditure documentation submitted by the <br /> Grantee and reviewed and approved by the Grantor. The Grantee shall be limited to no more than <br /> four payment requests during the period covered by this Agreement. The Grantee shall submit a <br /> final billing within 30 days of the end of the project period. <br /> Retention of Records /Audits <br /> Grantee financial records, supporting documents, statistical records, and all other records <br /> pertinent to this grant shall be retained for a period of six years, commencing on the date of the <br /> closure letter from the Grantor. All such records shall be retained beyond the six year period if <br /> audit findings have not been resolved. The Grantor, Legislative Auditor, and their duly <br /> authorized representatives shall have access to any books, documents, papers, and records of the <br /> Grantee and its subgrantees which are pertinent to this grant for the purpose of making audit, <br /> examination, excerpts, and transcripts. <br /> Notice for Contracts and Subcontracts <br /> The Grantee shall include in any contract or subcontract, in addition to the provisions to define a <br /> sound and complete agreement, such provisions as to assure contractor and subcontractor <br /> compliance with applicable state and federal laws. <br /> 2 <br />
