Motion by Council member Broussard Vickers, seconded by Council member Travis to pass Ordinance No. 5, AN ORDINANCE AMENDING ORDINANCE 145 TO PROTECT AND PRESERVE THE PUBLIC'S SAFETY BY REGULATING THE DISCHARGE OF FIREARMS AND DANGEROUS WEAPONS WITHIN THE CITY OF CENTERVILLE and recognizing that there are changes that people will not like, but it is being done for public safety. AYES: Councilmembers Broussard Vickers, Travis and Mayor Wilharber NAYS: Councilmember Sweeney Motion carried. City Attorney Hoeft informed the Council that in order to publish the Title and Summary it takes a unanimous vote to pass the resolution; otherwise the ordinance will have to be published in its entirety. Motion by Council member Travis, seconded by Council member Broussard Vickers to adopt Resolution No. 99 -22, APPROVING TITLE AND SUMMARY OF ORDINANCE NO. 5, AN ORDINANCE AMENDING ORDINANCE #5 TO PROTECT AND PRESERVE THE PUBLIC'S SAFETY BY REGULATING THE DISCHARGE OF FIREARMS AND DANGEROUS WEAPONS WITHIN THE CITY OF CENTERVILLE. AYES: Councilmembers Broussard Vickers, Travis and Mayor Wilharber NAYS: Councilmember Sweeney Motion failed. Park and Recreation Enterprise Fund Mr. March stated that at the Council's November 22, 1999 meeting the Park and Recreation requested that any money left over from their budget be placed in an Enterprise Fund that could be carried over to the next year. He also stated that the auditor would require that the Council pass a motion at the end of each year to approve this transfer to an enterprise fund. Council member Sweeney provided information in regards to why the Park and Recreation would like to establish an Enterprise Fund. Motion by Council member Broussard Vickers, seconded by Council member Travis to recognize a Park and Recreation Enterprise Fund with Council approval required at the end of each year for the transfer of funds.
