However, if the owner of the animal shall elect immediately upon receipt of <br /> notice of need for such confinement by the officer to voluntarily and immediately confine <br /> the animal for the required period of time in a veterinary hospital of the owner's choosing. <br /> not outside of the County in which this city is located, and provide immediate proof of <br /> such confinement in such manner as may be required, the owner may do so. If, however. <br /> the animal has been inoculated with a live modified rabies vaccine and the owner has <br /> proof of the vaccination by a certificate from a licensed veterinarian, the owner may <br /> confine the dog or other animal to the owner's property. <br /> Subd. 3 Reclaiming. All animals conveyed to the pound shall be kept, with humane <br /> treatment and sufficient food and water for their comfort, at least five regular business <br /> days, unless the animal is a dangerous animal as defined under § 24.19 in which case it <br /> shall be kept for seven regular business days or the times specified, and except if the <br /> animal is a cruelly- treated animal in which case it shall be kept for ten regular business <br /> days, unless sooner reclaimed by their owners or keepers as provided by this Section. <br /> Immediately on confinement of any animal, reasonable effort shall be made by the <br /> impounding official to notify the owner of the animal, of the animal's confinement, and <br /> procedures to be followed for reclamation of such animal. Any animal may be redeemed <br /> from the pound by the owner upon the payment of the impoundment fee for each day the <br /> animal and proof of rabies vaccination is presented. Said fee shall be set by City Council <br /> and reviewed periodically and kept on record with the City Clerk. In case the owner or <br /> keeper shall desire to reclaim the animal from the pound, the following shall be required, <br /> unless otherwise provided for in this code or established from time to time by resolution of <br /> the City Council: <br /> (1) Payment of a fifty dollar ($50.00) release fee and receipt of a release <br /> permit from the police; <br /> (2) Payment of maintenance costs, as provided by the pound, per day or any <br /> part of day while animal is in said pound; and <br /> (3) If a dog is unlicenced, payment of a regular license fee and valid <br /> certificate of vaccination for rabies and distemper shots is required. <br /> (4) Owner may be subject to additional fees do for any fines <br /> enforced by the Chief of Police. <br /> Subd. 4 Permissible Return of Unrestrained Dog. Not withstanding the provisions of <br /> Section 24.07, Subd.3, if a licensed animal is found unrestrained and its owner can be <br /> identified and located, such animal need not be impounded but may, instead be taken to <br /> the owner.
