"Waste Reduction or Source Reduction" means an activity that prevents generation of waste or <br /> the inclusion of toxic materials in waste, including: <br /> (1) reusing a product in its original form <br /> (2) increasing the life span of a product <br /> (3) reducing material or the toxicity of material used in production or packaging or <br /> (4) changing procurement, consumption, or waste generation habits to result in <br /> smaller quantities or lower toxicity of wastes generated. <br /> "Yard Waste" means wastes such as grass, branches, brush, garden trimmings, leaves, limbs, <br /> (not to exceed 3 "in diameter) that are normally generated from residential lawns and gardens. <br /> 4. COLLECTION SERVICE <br /> A. Description <br /> i.) Refuse collection service shall include the collection of: <br /> a. All household refuse from residential dwelling units in the city. <br /> All refuse generated by the City Hall, City Public Works, and City <br /> Parks. <br /> ii.) Yard Waste service shall include the collection of: <br /> a. Brush, yard waste, garden waste, grass clipping, leaves - seasonal <br /> collections, April 15 to November 15, or first snowfall. <br /> b. Christmas trees cut into lengths under six (6) feet - seasonal on <br /> specified days in January. <br /> iii.) Limbs and branches (up to 3" in diameter) Bundles of limbs and branches <br /> shall not exceed 5 feet in length and 18 inches in diameter. <br /> iv.) Refuse collection shall not include the collection of: <br /> a. Asbestos <br /> b. Fluorescent tubes <br /> c. Rechargeable batteries <br /> d. Household hazardous waste <br /> e. Earthen fill, boulder, rock, and other materials normally handled in <br /> construction operation, solids or dissolved material in domestic <br /> sewage or other significant pollutants in waste resources, such as <br /> silt, dissolved materials in irrigation flows; or other common water <br /> pollutants. <br /> 13.
