Memorandum <br /> DATE : November 19, 1999 <br /> TO : Honorable Mayor and Council <br /> FROM: Jim March <br /> RE : Water /Sewer Rate Increases <br /> ************************************** * * * * * * * * * * * * * * * * * * * * * * * * * * * * * ** <br /> The City has published articles in recent newsletters announcing the proposed <br /> increases to the water and sewer rates. There has not been any feedback from the <br /> public in regards to this item. <br /> In order to maintain healthy balances in the sewer and water funds, it is important to <br /> increase rates so that quarterly service fees meet the annual operation and <br /> maintenance costs of the respective utilities. I am recommending that the Council <br /> adopt the proposed increases so that they may appear during the first quarterly billing <br /> in the year 2000. The next quarterly billings will be mailed during the first week in <br /> January. <br /> The recommended increases are taken from the Water and Sewer Rate Phase II study. <br /> The recommended sanitary sewer rate increase is from $39 /quarter to $42/quarter. <br /> The recommended water rate increase is from $15 to $16 /flat rate and from <br /> $1.50 /thousand gallons used to $1.60 /thousand gallons used. <br /> I have been in contact with Mr. Fred Stenborg (Bonestroo) he is working to finish his <br /> recommendations on the proposed connection charges for new construction for the <br /> respective utilities. The connection charges will be used to establish appropriate <br /> capital replacement funds. There is no increase recommended for the quarterly storm <br /> water charge at this time. <br />
