Memorandum <br /> To: Honorable Mayor and Council <br /> From: Diane Ward, City Clerk <br /> Date: 11/17/99 <br /> Subject: Animal License Fees <br /> In anticipation of the recently adopted animal ordinance taking effect January 1, 2000, I am in <br /> the process of writing a newsletter article for the December issue and mailing information letters to <br /> "lifetime" license holders. I would like to include the fees as part of the information I am preparing. <br /> The Municipal License & Permit Fee Survey prepared by the Association of Metropolitan <br /> Municipalities provides fee information relating to animal licenses, kennel licenses, and impounding <br /> release fees. <br /> Listed below are license fees for populations of 2500 — 10000 with two -year license requirement. <br /> Cat & Dog License Female $10 — 15 <br /> Cat & Dog License Male $10 - 15 <br /> Cat & Dog License Neutered $7.50 - $15 <br /> Cat & Dog License Spayed $7.50 - $15 <br /> Cattery $100 per year <br /> Kennel $10 - $300 per year <br /> The City of Circle Pines charges a $15.00 fee for dog and cat licenses and charges $7.50 if the <br /> animal is spayed or neutered. <br /> My interpretation of the ordinance requires for the payment of a release fee in addition to <br /> payment of maintenance costs provided by the Otter Lake Animal Control Facility. A procedure will <br /> need to be developed on the release fee process. <br /> My thought would be that the animal owner would have to pay the release fee at City Hall, a <br /> receipt issued which would be proof of payment of the fee to Otter Lake Animal Control facility. The <br /> animal owner would pay the maintenance cost of the animal directly to Otter Lake Animal Control. <br />
