Memorandum To: Honorable Mayor and Council From: Diane Ward, City Clerk Date: 11/17/99 Subject: Animal License Fees In anticipation of the recently adopted animal ordinance taking effect January 1, 2000, I am in the process of writing a newsletter article for the December issue and mailing information letters to "lifetime" license holders. I would like to include the fees as part of the information I am preparing. The Municipal License & Permit Fee Survey prepared by the Association of Metropolitan Municipalities provides fee information relating to animal licenses, kennel licenses, and impounding release fees. Listed below are license fees for populations of 2500 — 10000 with two -year license requirement. Cat & Dog License Female $10 — 15 Cat & Dog License Male $10 - 15 Cat & Dog License Neutered $7.50 - $15 Cat & Dog License Spayed $7.50 - $15 Cattery $100 per year Kennel $10 - $300 per year The City of Circle Pines charges a $15.00 fee for dog and cat licenses and charges $7.50 if the animal is spayed or neutered. My interpretation of the ordinance requires for the payment of a release fee in addition to payment of maintenance costs provided by the Otter Lake Animal Control Facility. A procedure will need to be developed on the release fee process. My thought would be that the animal owner would have to pay the release fee at City Hall, a receipt issued which would be proof of payment of the fee to Otter Lake Animal Control facility. The animal owner would pay the maintenance cost of the animal directly to Otter Lake Animal Control.
