CITY OF COON RAPIDS, MINNESOTA <br /> CHAPTER 6 -300 <br /> STABLES <br /> 6 -301 Applicability of Chapter 5 -100. The provisions of <br /> Chapter 5 -100 shall apply to the issuance of licenses hereunder to <br /> the extent applicable. <br /> 6 -302 Definitions. The following three types of stables are <br /> permitted: <br /> (1) "Private stable" shall mean the keeping, having, or <br /> maintaining of one (1) or more horses or mules for family use. <br /> (2) "Public stable" shall mean the having, keeping, or <br /> maintaining of horses or mules for use by the public. <br /> (3) "Boarding stable" shall mean the keeping, having, or <br /> maintaining of a stable for the boarding of horses or mules <br /> belonging to a person other than the owner or occupant of the <br /> licensed premises for the private use of the owner of the horse or <br /> mule being boarded. <br /> 6 -303 License Required. No person shall keep or maintain a <br /> stable except upon obtaining a license from the City Council. <br /> 6 -304 Application. In addition to such information as the <br /> City Clerk may require pursuant to City Code Section 5 -102, the <br /> application shall also include: <br /> (1) A site plan of the premises, including the adjoining <br /> property, fence lines, and housing facilities. <br /> (2) Methods and location of disposal of manure and other <br /> wastes, which shall be at least once a week and more often if <br /> necessary to eliminate offensive odor. <br /> (3) Type and weight of fencing. <br /> (4) The area of the premises. <br /> (5) The number of animals to be kept, specifying the number <br /> to be boarded, if any. <br /> (6) An agreement by the applicant that the premises may be <br /> inspected by the City at all reasonable times. <br /> (7) Certification from the Zoning Administrator of <br /> compliance with zoning requirements. <br /> 6 -305 Tssuance and Conditions. The City Clerk shall refer <br /> the application to the City Council. The Council shall conduct a <br /> public hearing if required by City Code Chapter 6 -600. The <br /> issuance of the license shall be within the discretion of the <br /> Council. In reaching such determination, the Council shall take <br /> into consideration the following: adequacy of housing and fencing, <br /> the methods to be used for sanitation purposes, the possible effect <br /> on adjoining properties, and the effect on the general health and <br /> welfare of the community. The Council shall designate the <br /> authorized number of horses to be boarded. The Council may impose <br /> 6 -300 -1 <br />
