PURPOSE OF REPORT <br /> The purpose of this appraisal report is to estimate the fair market value of the subject property for <br /> the requestor, the City of Centerville, Mr. Jim March. <br /> FUNCTION OF REPORT <br /> The function of this report is to serve as a valuation basis for the requestor, who will use this <br /> report for potential acquisition purposes. <br /> PROPERTY RIGHTS APPRAISED <br /> The appraised property interest is the unencumbered fee simple estate. Fee simple estate is the <br /> "absolute ownership unencumbered by any interest or estate, subject only to the limitations of <br /> eminent domain, escheat, police power, and taxation." (AIREA - 2. pp. 123) <br /> "The highest quantum of ownership rights is real property recognized by law. " (ASA pp.444). <br /> SCOPE OF REPORT <br /> To perform this appraisal report, we have viewed the subject property. The property was <br /> inspected numerous times, the most recent of which was on November 30, 2000. Julie Jeffrey- <br /> ', Schwartz has performed the inspection which included photographs of the subject and area, as <br /> well as notes. <br /> Various facts relating to the subject property have been confirmed with the records at the Anoka <br /> County Assessor's Office, the City of Centerville's Zoning Office. <br /> Comparable market data, and current properties for sale (if any) have been confirmed, viewed, <br /> and analyzed. <br /> Interviews have been conducted with local area experts, including Realtors, appraisers, and <br /> market participators, to held determine market trends.
