MEMO <br /> DATE : December 8, 2000 <br /> TO : Honorable Mayor and Council <br /> FROM: Jim March <br /> RE : Proposed Pheasant Marsh - PUD <br /> Included in your packet is a revised preliminary plat for a subdivision to be known as <br /> Pheasant Marsh. A public hearing on this revised plat was held at the planning and <br /> zoning commission on Tuesday, December 5"'. The revised plat shows a reduction from <br /> 88 to 77 lots. The minimum lot size being proposed exceeds 15,000 square feet. <br /> The revised plat now contains more than a minimum 20% common open space as <br /> required by the planned unit development section of ordinance #4. Written statements <br /> from the developer are included in your packet. The developer is required to justify in <br /> writing why the subdivision warrants being platted as a planned unit development. <br /> There were only a handful of citizens at the meeting with comments about the revised <br /> plat. Concerns were raised that the timing of the development coincides with the <br /> completion of the new elementary school. In addition, there were positive comments <br /> towards the developer's engineer stating that they would be willing to install turn lanes <br /> into the development off of Centerville Road. <br /> The planning and zoning commission passed a unanimous motion to recommend the <br /> preliminary plat approval for this subdivision. The approvals for this subdivision will <br /> have many contingencies such as watershed approval, County highway access permit, <br /> co.upl ehensive plan amendment to allow the MUSA swap, and design approval from the <br /> City Engineer. <br /> The developer met with the park and recreation committee on Wednesday, December 6 <br /> The developer indicated that they would be able to route the proposed trail as desired by <br /> the committee. Council needs to discuss allowing the comprehensive plan amendment at <br /> the same time as granting preliminary plat approval. If Council is willing to allow the <br /> MUSA swap, then the Council can determine whether or not to approve the preliminary <br /> plat. <br />
