MEMO <br /> DATE : December 8, 2000 <br /> TO : Honorable Mayor and Council <br /> FROM: Jim March <br /> RE : 1873 Main Street — Rezone Request <br /> Lloyd Drilling is requesting permission to rezone 1873 Main Street from R -2 residential <br /> to B -1 commercial. A public hearing was held on Tuesday at the planning and zoning <br /> commission meeting. Residents from Shad Avenue were in attendance to oppose the <br /> rezone request. They wished to see the property stay residential. Concerns were <br /> expressed about noise, traffic, lights, kids hanging out and garbage odors. The primary <br /> concern was that they did not want to see an access from the site onto Shad Avenue. <br /> The planning and zoning commission voted 6 -1 to recommend to Council that the <br /> property be rezoned to B -1 commercial. 1 am investigating the amount of property <br /> valuation increase for the homes located to the north of the current Apple Tree Square. A <br /> resident had mentioned that they thought a commercial building would damage their <br /> property values. <br /> The residents in attendance were encouraged to come to the Council meeting. Mr. <br /> Drilling indicated that he has had several calls from interested businesses that would like <br /> to lease space. Many of the residents that responded to the informal survey produced by <br /> Mayor Wilharber and those in attendance at the truth in taxation spoke in favor of having <br /> more commercial businesses within the community. <br />
